Despite the high investment risks, the construction of a more decentralised system has begun, increasing resilience to attack and laying the groundwork for a distinctive longer-term transition pathway. In contrast with other countries, where decentralisation has been driven by sustainability concerns, the clear driver in Ukraine is energy security.
Since 2022, Russian targeting of Ukraine's power infrastructure has sought to destabilise the electricity system by disabling large coal and gas-fired generation units and key parts of the transmission network.
This technical potential is enormous. The researchers estimate that the potential for wind energy is around 180 gigawatts, while for solar energy it’s around 39 gigawatts. A total capacity of 219 gigawatts would vastly exceed the generation capacity of 59 gigawatts that Ukraine had at the start of the war.
Now, after more than a year of ongoing warfare, Ukraine's power is still on. Crews from Ukrenergo are on call 24/7 to respond to targeted attacks on their grid infrastructure and to address local communities' needs within hours after a missile strike to get power flowing again.
